Help me pick my TV Tuner

I have went through 3 tuner cards within the past few months, and none are what I am wanting. Here is my setup:

Verizon FIOS
Windows 7 w/ MCE7
Xbox 360

I cant set up Media Center to view the signal from FIOS since i NEED a IR Blaster. I am not looking to "fix" my current situation, I just want to buy the best Tuner with an IR Blaster. But HERE is my real issue that I am concerned with.

If and when I buy this new tuner with the IR blaster, since my TV is in a different room than my PC with the Tuner Card, will I be able to change channels with my 360 "being used as an extender"?

This is my first post to the CNET forums btw.
